The Supreme Court and the High Court shall be courts of records and shall also have all such powers and authority (including power to appoint clerks and other ministerial officers and power to make rules and orders for regulating the practice, production of any document, the investigation or punishment of any contempt of court or the enforcement of its decrees), as may be deemed necessary for the administration of justice placed under their jurisdiction.
