Out of the revenues of the Federation such Capital and recurring sums shall be paid to a Unit or a Sub-Unit as grants-in-aid as may be necessary to enable that Unit or Sub-Unit to meet the costs of such schemes of development as may be undertaken by the Unit or Sub-Unit with the approval of the Federal Government for the purpose of promoting the welfare of the tribes in that Unit or Sub-Unit or raising the level of administration of the Tribal Area in that Unit or Sub-Unit to that of the administration of the rest of the areas of that Unit or Sub-Unit.
