As from the commencement of the Constitution, the Federal Government of India and the Government of each Province shall respectively be successors of the Government of the Dominion of India and of the corresponding Governor’s Province as regards all property, assets and liabilities subject to any adjustment made or to be made by reason of the creation before the commencement of the constitution of the Dominion of Pakistan or of the Provinces of West Bengal, East Bengal, West Punjab and East Punjab, or by reason of the merger of States, the creation of Sub-Federations and the federating of the States.
