21. Where in any case it is required to pass a veto of no confidence against a Minister of the Council for his individual acts, a motion of no confidence, signed by not less than ten Members of the Assembly and laying out in detail, the facts giving rise to the motion, may with the permission of the Speaker of the Assembly be moved. If such motion shall receive the support of at least 75% of the Members present and voting, it shall be forwarded through the Chief Minister to the Maharajah, who, unless there appear strong and valid reasons to the contrary which shall be recorded in writing, shall after consultation with the Chief Minister require the Minister against whom the motion has been passed to resign.
