Article 83. The Deputies to the Provincial People’s Council shall be according to the following procedure: a.The People’s Committees will function as the election machinery of the Province. They will prepare electoral rolls. All official announcements shall be made through the People’s Committees.b. Every voter is entitled to seek election to the Provincial People’s Council from any constituency.c. The dates fixed for election shall be public holidays. Wages for these days shall be paid in full.
