The powers, privileges and immunities of the Legislative Council and of the members and Committees of the House shall be those enjoyed and possessed by the British House of Commons and by its members and Committees; and in particular no person shall be liable to any proceedings in any Court by reason of his speech or vote, or by reason of anything contained in any official report of the proceedings of the Council.
