A 389-member body responsible for drafting India’s Constitution.

41. It will be seen from what has been said above that we are not in favour of the suggestion made in item VIII of the terms of reference viz., that the Centre should be allocated only the excises on specified commodities, the rest of the filed of excise being left to the provinces.
