Again, when the Union Constitution was presented before this House in July, on that occasion also, I raised objection to this very effect, and then also the President of the Constituent Assembly definitely said that my amendment cannot be ruled out of order. “I actually give a promise that whenever you move an amendment to that effect, it will not be ruled out of order.”
