Mr. President, Sir, I have unfortunately some amendments to propose to these rules. I tried much to reduce the number of my amendments, but I failed to find any way of doing it. Sir, I beg to move:
“That in the proposed new Rules 38-R and 38-RR, for the word ‘Constitution’ wherever it occurs, the words ‘Draft Constitution’ be substituted.”
