I do not know whether any fresh rules have been made by the Speaker, but those rules have not been placed before the House. So far as I know, there is no time limit. No doubt the inherent right of the Speaker is always there for checking a member if he is going out of the way or repeating arguments or unnecessarily taking up the time of the House.
