A member of either House of Parliament shall he incapable of being chosen or of sitting as a member of the other House; provided that every Minister of State shall have the right to sit and speak in either House, but shall vote only in the House. of which he is a member. Provided further that, subject to Schedule 4, a person nominated by the Viceroy for a special purpose and for a fixed term, shall also have the right to sit and speak in either House but not to vote.
